If the black vehicle was hit when it was in the yellow box, then I don't see how they can offer only 50:50 liability, as the black car was already going across the junction (as per priorities) and the blue car obviously paid no attention as to whether or not it was safe to proceed with the right turn.  So the black car must have been hit somewhere on the driver's side?  Any witnesses or photos to back this up?

In this situation I'd be pushing heavily for the insurance company to pass liability to the blue car completely.

If it was driving correctly, the right turning blue car shouldn't have been able to make contact with the black car in the yellow box.
Contact is possible in the lane that the blue car turned into, but as the turning car, the blue car has to give way.
If the situation is as described, with the blue car turning right and the black car going straight over, the blue car is at fault 100% for not giving way to the black car.  The yellow box is not relevant in this situation at all.

Where was the car hit? Was the blue car already committed and did the black one try to barge through? Just a thought as to why they want to go 50/50.

You can look on Traffic Signs Manual:Chapter 5. Other documentation on the matter is TSGRD Schedule 19. Do search for Yellow box junction. Normal YBJ are in accordance with diagram 1043 while the one posted by OP are called half-boxes with diagram 1044. Prohibition and exemptions are same for both kinds of YBJ ie can enter & stop if waiting to turn right unless there's traffic that are going ahead on half boxes.
