This movie had so much potential, some of the potential was lost due to comedy scenes and some of them due to .
A perfect story, and true portrayal of difficulties that a low level engineer(any new govt. employee for that matter) faces at his house, in society, and mostly at the work when he has to deal with big officers, and basically every person faces these difficulties when dealing with government offices in most of India.

This is not just the entertainment movie, it has some lessons, some drama and yes some comedy too.

About the comedy part, I suspect it was added so that more audience will come to the theaters, because most of the people don't used to go for the movies unless it have some masala in it.
if it would have been made in Hollywood with the same story and without masala part it would have been a evergreen movie.

Lastly, If you still haven't watched it yet and want to see a good movie go for it, Don't watch if you just want the comedy.
