Only watched 1.5 episodes. This is like a Scooby Doo episode dragged out into a series. The characters are cliches - the rich girl slumming it, the rebel, the smart black academic, the other meaningless guy, then a bunch of rich people getting insulted continuously as we explore the dignity of the poor criminal.
I guess this might interest you if you were 12 years old. I don't think this is going to work out, and can't be bothered to find out, given the range of alternative content.
A lot of reviews here are celebrating the geography of the Outer Banks as a way to excuse this show. In my opinion it looked unimpressive, dirty, worn out, nowhere you would want to live. If you are going to make some sort of teenage fantasy at least put it in Hawaii or a Pacific island, throw in some local charm, some starving locals, a bar run by an ex-pat, and a hard-working mother of three with a troubled ex. We just get an orphan an his slacker friends.
Not worth your time.
