That to me looks like it breaches the European rules then.

Strong net neutrality rules protecting the right of every European to access Internet content, without discrimination."
You pay nothing at home, so you should pay nothing within Europe. Could fall foul of the net neutrality rules as well

Do the regulations ever mention tethering?It reads to me like an 'optional extra'.

Just pointed this out to O2. They have replied saying tethering is included within europe. As I said, three will be breaching the net neutrality laws which says all Internet data should be treated equally.

It won't fall under net neutrality as it's not about the source of the data but the destination.

Looks like the do support roaming tethering in the EU but only if you are a PAYG customer.

EU Tethering is currently on trial only for PAYG customers - should be coming online for Contract customers later.

Currently on 3 but I'll be needing it for Turkey, outside EU and EEA so looks like I'll have to get a Vodafone 30 day plan to tether whilst there.

Have done that recently already in Spain on my Three monthly contract. Turkey's not on their Feel At Home list though which is annoying!
