Its obvious. If every Vive user has steam installed and has 42% and not every Oculus user has Steam installed and has 44%, an educated guess would dictate that Oculus has the larger share of the pie. We still need to take into consideration that you need to allow the survey to poll.
Why is this such a big deal to people I`ll never know. The important thing is to draw in more VR users "For the greater good"

They are Official Steam figures direct from Valve giving market share for SteamVR.

An idea of market share, but not complete as not everyone participates.
And Oculus still has the largest slice. And I still don't care.

Do Steam refer to them as the 'official Stean survey results'?
Are there some unofficial Steam survey results necessitating the clarification?
If the answer to the above 2 questions is 'no' - and from what I can tell, it is, why do you feel the need to refer to them as 'official figures'?
Do you not think that is perhaps a little misleading?

When a company releases data/figures from a survey that THEY carried out then that makes it official. I mean how can it not be official?

I guess so. It says this on the survey page
"Steam conducts a monthly survey to collect data about what kinds of computer hardware and software our customers are using. Participation in the survey is optional, and anonymous. The information gathered is incredibly helpful to us as we make decisions about what kinds of technology investments to make and products to offer. "
