Ping is a utility used to check you can reach devices across a network.
Assuming your laptop is windows; bring up a command prompt then type
ping "xbox ip address" (removequotes and replace xbox ip address with the address). Should look like ping 192.168.xxx.xxx. You will get a response just report here.

Good news, we know the Xbox is reachable. Sadly can't really help as I've never tried Xbox streaming so no idea what you're trying to do.
I have an Xbox so probably give it a whirl tomorrow.

If connecting via WiFi try a hard wired Ethernet connection.
Give your Xbox one a static IP address.
Disable your antivirus and firewall while you try and connect.
