Competent - Has the ability, knowledge, or skill to do something to a satisfactory standard.By way of example his tenure in MinAG.

Not to be trusted - As it says on the tin.

Effective - Can produce the desired or intended result.By way of example, his promotion of the Brexit cause during the referendum.

The Conservatives have always had a liberal wing which I count myself as part of!However, the increasing intolerance of such views in the party, along with the polarisation of British politics, poses an existential crisis to the Conservatives IMHO.
