Definitely slowed from 29 to 24 mph as the speed is recorded on the video.
(Speed displayed is delayed a bit as can be seen at the end of the video displaying 9 mph while almost stationary coming to a stop).
OP steering to avoid the collision not so clear but it looks like he does.
The third party clearly being over the line will swing it though. I had a similar claim at work and our dash cam showed the TP vehicle’s tear tyre obscuring the cats eye at night. Took over 12 months of liability discussion somehow but the TP insurance sent me a cheque in the end.

i would have slowed down, the gap didn't look big enough. Lines in the road don't matter if there is someone coming the other way already and I probably wouldn't count on someone moving over when they have right of way

You were the first to have to overtake parked vehicles, you should have given priority to the oncoming vehicle. IMHO of course (based on 41 years of driving experience). Mind you, the other car could have avoided a collision if the driver wasn't a complete knobhead.

My word, your dash cam is rubbish, you can't even make out the plate numbers from the parked cars!Please tell me Dropbox has drastically reduced the quality somehow as if that's what you have, you might as well not have a camera!

Cam is nextbase 412GW,it has been compressed to upload,sun was directly toward me so that may also be why plates are unclear.
I’ve spoken to the insurance company,”they basically said traffic travelling in opposite directions the fault would lie 100% with any vehicle over the central line.

Thanks for getting the video up.I would hope that them being over the white line would swing it, and not stopping should damn them. But that's not much help to you if you can't identify them.Unless you're with Direct Line who claim to cover (no fault) unidentified damage or a company offering similar.
