It is a very popular misconception and in most cases new tyres should be the rear.
The reason is if you had 2mm on the back and 7mm on the front the carsbreaking balance would be heavily changed and you car is at risk of spinning during a emergency stop.
In the op case this can be ignored as 1mm not going to make any difference.

For the majority of drivers the best advice is to put the new ones one the back

Should never fit just two winters- and as my above post the majority of advice favours fitting the best tyres on the rear.

But where is the evidence? It's all anecdotal opinion as far as I can see.

Once in 35 year did this situation every become a reality. About 15 years ago when I did 30-40 k a year driving a company estate car, that recently had had the fronts changed.
The road was wet and some pulled out of a junction which had a slight bend. I was doing 60 and had to slame on the brakes on to stop.
With the slight bend the back of the car stood out. I release the brakes and straighten up the car a number of times to keep it straight. Very scary, but managed to control it and miss the other car. the braking was so hard the front tyres flat spotted even with abs.
So it very unlikely and I guess modern cars brakes are so much better but, when I complain to the dealer. They said the warn tyres should not have been on the front.

You didn't say what the depth of tread was on the back?
