Compact camera for video recording?

Hi, I'm not sure if this should be asked here or in the video forum since it's a compact camera I'm looking for.
What I'm after is quite specific, I already have a Sony HX60 and Panasonic TZ60 which is the sort of thing I'm after but these both have a problem, they both have image stabilisation which can't be turned off when recording video (the Panasonic says it can be turned off in the specs but it doesn't tell you it can't be turned off for video).
So what I'm after is

Must have:
1080p at 60fps or higher frame rate (120/240?)
Optical zoom, 5x or preferably more
Step zoom function like on the panasonic
No image stabilisation (or option to turn it off completely for video)

Looking around the price range of the cameras I already have, around £200 but may go a bit higher.

Sorry I can't help with your request but I'm intrigued why you would want IS off for video?

Maybe @shotokan101 can help as he's more clued up with compact cameras I think.

I suggest he wants to switch off IS as he is using a tripod, most makers suggest turning off IS when using a tripod.
Stonemonkey, Just bought a Panasonic FZ82 which has the ability to turn off IS when shooting video. See IA  in the menu.

Hi stearman, snerkler, thanks for the replies.
The FZ82 is a bit bigger than I'm looking for. I'm trying to put together a small convenient to carry fairly cheap stereoscopic rig, stabilisation is a complete no on that and also why I want the step zoom. I want to be able to use it handheld but also on gimbal/steadycam/tripod.

After quite a bit of searching and looking up manuals, 2 that I've found are the Nikon A1000 and the Sony HX99.
Both are a bit more than I was looking to spend though.

Panasonic did a 3D camcorder attachment; but few bother to use them.... it's just too difficult to make films and then to project them. Odd optic effects may occur if the subject gets too close, -or- to the edge of the frame, where it is picked up by one lens only.
Hollywood thought they could revitalise the cinema industry with 3D, they failed.... apart from digital creations - like games and cartoons ( which use computers to generate the second-view). IMHO it is best left to the folk with phones headsets to provide the necessary 2-eye viewing. However, the source they are viewing is very intensive computer-generated media... mighty expensive.

Perhaps OP has some other ideas in mind?
