Is a new type of DAB radio on the way and if so what are the changes in it?

Semantics, God knows how many changes of name the MS mobile platform has gone through over the last few years.
I know what Win 10 is, I use it on my MS Lumia 640 work mobile.
My point is/was an iPad or Android tablet is going to be the better choice as a first tablet for someone inexperienced in using them from the point of view of ease of use, price and apps choice.

Windows 10 on a tablet is the full Windows Operating System. It's not Windows mobile.

The one on a phone is a different version of Windows 10. Still a lot of the code underneath but on a tablet it really is no different to the operating system on a PC.

The downside is that with a Windows tablet you do almost have to use a keyboard. The upside is it is like having a small laptop with a touchscreen.

It's apples and oranges as to what is the best.

Apple and Android takes the view that tablets and computers should each use their own dedicated system. Microsoft thinks there are advantages to having a full on laptop's power in a mini form.

For instance if you use Windows 10 on a desktop you already know how to use it.

If you want to run an office app, it's the same thing, not a cut down tablet version.

If you've only used Android before and you are a technophobe I'd stick with Android. If you use Windows 10 on a desktop you already know how to use it. If you are in the Apple ecosystem then stick with Apple. But the rival to Apple and Android is not Windows mobile but Windows 10. The full version designed to work on tablets and desktops. The one on your phone is phones only.

Also note, I once bought a 7 year old a Linx 7. She got on fine with it. Filled it with My Little Pony apps.

The bickering about windows is, does little to assist the OP who has a genuine query. ..
Android  has the largest share of the tablet market, and android tablets are made by a small group of companies..there used to be more, but only a few remain.
The biggest company by far in value and profitability in this tablet market is  Apple and their tablets ,called iPads are arguably the best, but always at a premium price. However they ,the iPads have a different operating system,cannot use any programs written for Android...  But there are always equivalent programmes, available on both  Apple and Android, often with the same name,and from the same software team ,and doing the same function,and looking very similar.
However, if you wife wants Android and you bring her  Apple, it's more than your dinners you will be making!.
In the android market, tablets from Samsung, Lenovo, Asus  , huwei would be seen as market leaders. There is little to distinguish one from another except.
1. Size of screen.. 6, 7 ,8, 10. Inches diagonally.
2. Resolution of screen . .. on a 10 inch screen, you would want full HD or 1920 X 1080 or even better. On a 7 inch screen you would get away with 800x 600 ,but it will look pretty grainy. It is possible to get 2600 x1600 on 10 inch,and thisis very clear.
3. Quality of image colouring
4. Quality of camera...
5. Speed of the underlying computer.
In all these categories, any of the named brands do ok, but if she has seen the Samsung, it's as good as the other equivalent...just ensure that it does have the hd screen at 1920x 1080. .
