Vega64 Undervolt

Hi all, so i recently purchased a new Vega 64 and have had a go at undervolting the card.

I took an initial benchmark using Furmark and Heaven Unigine and then went into Global Wattman to start the undervolt.

When i enabled the manual override for power / frequency i noticed the frequency at state 6 was by default 1537mhz, however on both benchmarks my gpu at max only hit 1480mhz.

Is there any reason why its not hitting the default 1537mhz? Are the benchmarks not powerful enough or could it be my psu not powerful enough - im using a 750w EVGA GQ psu.
