Yes, although there are a couple of questionable points on the spec.

The CPU cooler is a very low end one that's designed as a replacement for the Intel one rather than something better. I game on a G4560 on the Intel cooler myself and it's nice and quiet - both the PSU and my RX 460 are louder.

The PSU is dire, it doesn't even have the 6-pin PCI-E connector that many R7 360s require.
