how to match up my pc with new UHD TV

I am using a system I put together a few years ago (to digitize my album and concert video collection) for streaming.  The OS is Win7 Ultimate, 64-bit, running on a Gigabyte H67A-UD3H-B3 motherboard, with an Intel Core i3 2100T CPU, and 8 gigs of Gskill Ram.  Up till now, I was using a 40" Sony Bravia for my display.  Everything in my system is hard wired. The system is HDMI connected except for the display (connected with a DVI to DVI cable), as I could not get the HDMI port on the motherboard to output a signal (at least, the TV didn't find one).  I recently upgraded the display to a 50" Samsung RU8000 UHD 4K TV which has ONLY got HDMI connections (and a pair of USB ports).  I still get no signal from the motherboard.  I swapped out the HDMI cable for a known good one and still nothing.  Installed a Display port to HDMI cable and, again, no signal.  I am currently awaiting the arrival of a DVI to HDMI cable to install.... Hopefully I will know for certain if the problem is in the motherboard or the new TV!
   A suggested workaround is to install a graphics card (I have always used the on-board Intel HD graphics.  Maximum resolution 1920 x 1080).  I would like to explore finding a video card that would give me a higher resolution out to the display (capable of 3840 x2160), via a display port or HDMI connection.  What specs do I need to look for?  Two considerations: I am NOT a gamer.  I'm just an old country gent looking for the best display I can get.  Secondly, I built my system for low power consumption as I live off the grid and out in the mountains.  I would like to keep my power consumption as low as I can.

I'm not sure what is the cheapest 4K card out there but a GeForce GT 1030 tend to have a HDMI 2.0 port on them and are low power/profile, see here as example. You should be able to find them on Amazon, Newegg or eBay.

As for the motherboards built in graphics why the HDMI and DP to HDMI did not work is curious. I don't see anything in the manual that stands out other than the basics though you can under advanced bios features increase the RAM size allocated to the built in GPU via the on chip frame buffer size, try maxing that out and see if it works, thats about it unless you want to try and update the motherboard bios in the hopes it solves the issue (really just a longshot).

Once the new GPU is installed if you continue to run into problems you may want to disable the built in graphics which can be found under the bios advanced bios features\onboard VGA and set the init display first to PCIEx16 which is your new GPU slot.

Also on Samsung TV's to get proper PC RGB 444 desktop mode you must also rename the HDMI input label to PC.

Have you tried using the DisplayPort, which is 2560 x 1600, according to the specification and manual. You can get a DisplayPort to hdmi adapter from Amazon etc.

You're looking for a card that can output at least 3840x2160 at 60hz. IIRC That's the RX 460 and newer in the AMD range and the GTX 950 and newer in the nVidia range.

If you want something that's dirt cheap but can playback 4K content with HDR then try the Nvidia GT1030. I recently popped one in an HTPC build and have no issues with any of my 4K content that is stored on my NAS. You can get them for less than £70 and they come in both active fan and fanless options as well as single slot (low profile) if space is at a premium and don't require any additional PCIe power.

I have my desktop set at 3840x2160 at 60hz with no problems.
