Quick bit of help please - how to add user to Android phone

Hi - been tasked with setting up a Samsung A7 (Android 9) for a birthday present.  Was looking into having two users with the second account being somewhat restricted.  Anyway I am stuck adding the second user - have found various docs that talk about a 'users' section in the settings, but it doesn't seem to exist - am I missing something?  Has it been removed?

Select settings, users and accounts, click on users and you should then get an option to add guest or user.

Thanks - yes both of those are documented but neither seem applicable to this phone (or my s10).

Shot in the dark because I don't have the phone but have now watched an embarrassing amount of videos about it to try and help.  When you open Settings, is there a circular icon next to the search box/mic?  That looks like it might get you into the section you're looking for.

Also, on my Pie phone, you have to swipe down twice to get the User icon.

I see the Users option on my tablet but not my Note 9. Both running Pie.

Thanks all - I went a different route in the end and installed the Google Family Link app
