Can I transfer downloaded games from one ds card to another

Last week I bought a 3DS XL from a user on the classified section. The 3DS came with Mario Kart 7 and Mario 3D Land downloaded onto the 4gb DS card that comes with the console. Obviously a 4GB card is gonna fill up pretty quickly so I have purchased a 32GB one. Does the consoles DRM allow me to transfer the existing games to the big card or do I have to just put up with having 2 cards?
Not the largest of inconveniences but memory cards get lost really easily in my house.

Forgot to add that as the downloads were before I got the console they weren't registered on my account so it may not be totally straightforward.
Is a game locked to a console or an account is basically what I need to know.
