I think subscription models are popular in Japan and S.Korea so it may only apply there.
Although, Iwata said in an investor's meeting in (I think) early 2013 that they wanted to make a payment proposition that rewarded fans who play a lot of games. At the time people thought it might mean a subscription model like Playstation Plus. Maybe the new console uses that type of model and the mobile stuff is an extension of that - if you pay monthly for the console stuff the mobile content is included too.
