Xbox play anywhere

I already know that you can play games you buy on computer and xbox. But lets say if I download a game on my xbox, can I install it in multiple computers and play it through different accounts?

Not to my understanding, the digital purchase is tied to your account but you can install it on multiple versions of your own account like a laptop or second PC, I have a vague recollection it being around 5 maybe more Win10 PC's. But keep in mind all progress/saves are synced.
