Low cost/power PA

Some users of the church hall have asked for"a microphone" to help the elderly. I think they mean a PA system!

Any suggestions for a portable, low cost, low power all in one PA system, ideally with a CDplayer though I realise they are on the way out, so alternatively SD card or MP4 connection?

Thanks - I'm not sure about the disco ball! I can just see Jerusalem accompanied by flashing lights!
