Bluetooth - how does it work with Fitbit?

I have three devices: a Fitbit Charge HDactivity wrist band, a Galaxy s4, and an iPad Mini. Here is my confusion

The Fitbit gathers the activity information and, as I understand it, is suppose to pass the information on via Bluetooth to the other devices. What seems to be happening is that if I am in an area where there is wi-fi then the synchronization takes place. So my question would be does a set up like above need wi-fi to operate or should it operate independently? How does this synchronization take place anyway?

It only has Bluetooth not WiFi, it will only sync with FitBit servers with an internet connection available and a Bluetooth connection, well my ONE does, or you can go into the FitBit app and tell it to sync now, but it has to have an internet connection available as well or it will not do it, maybe it's only getting the BT and Internet with you by WiFi but it should do it with a reasonable strength Mobile Phone signal.
