Control panel/system/device manager.
Unplug everything connected to all USB ports. Then find all usb devices/controllers in device manager and uninstall them.
Shut down the computer, remove all power (disconnect mains and take out battery) and then re-boot after reinstalling battery and power connections. Windows will install the usb controllers again.
Try plugging in your usb devices one at a time again Windows will install the drivers. See how that goes. Uninstall everything that you can in universal serial bus controllers. Windows should reload everything on reboot and when individual devices are plugged in (assume you are running Win 10)?
If not, you may need driver disks for some USB devices which normally need to be run BEFORE PLUGGING IN THE DEVICE. When I go into control panel there is no tab for System.My OS is Windows 7 if it helps Do you have Control Panel set to 'Category' view? If so change it to Small (or large) icon view and you should see the System option
