I agree if you have tried another one and its giving a picture but the same issue then its not HDMI related.
TV's, however, can be fickle sometimes with PC, trying another monitor, different resolution and input amongst other things might give different results.
I've tried changing the resolution from 24hz up to 60hz. I get the same results. After 30hz I loose the 4k TV hdr function. The old pc could out put 4k at 30hz (amd r7 360). I'm gonna try an old plasma 1080 TV, and see how it fairs. I did try 1080 resolution on the 4k, no difference. I've also tried different source options, like pc, game, cable box etc. I'll need to check again, but I remember switching the TV to game mode (not the source to game mode), but in the external device manager settings, and this helped. Will check it again. I've no means of telling the TV to allow the gpu to do the work.
I did try the old gpu in the new build, same stutter. I guess it could be the TV at fault.

What's the exact model of the tv please?
Seems odd that it won't go beyond 4k 30 with hdr, that suggests something in the display chain didn't fully support it (18Gbps).
Does the game mode fix it? Not sure where you are setting but it suggests that the issue is something not necessarily caused by a mb/cpu issue.
Does the bios screens appear ok or do they suffer too?
Also are all your hdmi inputs 2.0?
The exact TV model is, ue55nu7670. Actually in both systems, old and new pc, anything above 30hz at 4k resolution, knocks out the hdr element. I'll need to test and actually write down, what source settings, ie cable, pc, etc do what with the stutter and what hz etc.
Yes, all the hdmi cables are 2.0, amazon basics. The bios screen is actually OK, never even thought of that!
Unfortunately there is not much of a manual online so it doesn't help.I think it's got an e manual but does that mention anything about hdmi modes.
A quick Google shows that some tvs do have issues but possibly not what you describe.

Does it do if there is no movement on screen?
The 1080p TV would at least give you a route to eliminate stuff.
Tried the old 1080 TV, at a 4k resolution it also stuttered. However, when I changed the resolution to its default of 1080, no stutter, everything played smooth. So it's the TV, I may have to rma that.

How were you able to set a resolution of 4K on a 1080P TV?
That wouldn't ordinarily work as the old TV wouldn't accept a 4K input??You would get no picture at all.
Can you get some screenshots of what you are doing?
I'm not 100% it was 4k,i just took the hdmi from the 4k TV and connected it to the 1080, the icons were so small and I could barely read anything, might have been scaling. I've put the 1080 away, it was definitely playing smooth, no stutter at all. I don't know anything about TVs to know is there a fault. To me it should have no issues, but it is. I'll take a look at the link you posted and try Google and Samsung support. At least I'm not reformatting.
