Missing Start-bar, Win7

Win7 32b4G RAM & Oodles of HDD space.
Today I noticed the operating screen is marginally larger - the start / taskbar at the bottom has gone and so has the top bar which showed the website and tabs - as I recall.

If I press the "Windows" Key, near the keyboard spacebar, the whole Start Menu appears, so I can open another Website - as I might wish to compare price, check Info. etc.BUT it doesn't stay - as soon as I come back to avforums the screen is without the Top and Bottom details.
If I move the mouse to the screen-top the details reappear . . . but fall away when mouse is moved away.
1) Why? - Have I altered "Settings" without knowing?
2) Have I succumbed to a settings-bug on avforums- Yet this change appears as soon as I'm on Internet Explorer . . . I'm reasonably sure the situation is the same onAsk.com

BTW I looked up this Topic on YT ....and followed as "Administrator" - scannow - I was warned it would take some time ( about 15mins ), then it reported Zippo errors.
-My understanding from the YT tutorial is that this command can repair any faulty OS files - but it appears I don't have any to fix.... Yippee!

But still I'd like to have the screen as before....

Thoughts folks . . . ?

Fixed-it . . . but can't give full explanation... Opened "InPrivate"Webpage.... and moved mouse to RHS . . . Tab there "Restore"   click and it's done - Wow!
BUT
Sadly, I cannot find this Option/Route now, so maybe it just happened and Win7 thought I might regret it...
I suppose my Q ( Now ), is how do I go into the rogue state, should I want a larger viewing area...?

Yup, sounds like you're describing full screen mode in internet explorer which is generally toggled with the F11 key.

Thanks folks - - I've written that "fix" in my Indexed COMPUTER book

- however, I just tried F11 and the first action performed as you suggested, but subsequent F11 didn't restore it.I tried F11 with Shift, Alt and Cntrl ( separately) - then F11-alone and it now does toggle.-rather it did - because after a while it doesn't - as though there is a "Timer-Window" - yet adding Shift appears to restore the F11-toggle as you both suggested.
Hopefully this is done and dusted......

I guess my finger must have strayed, trying to engage Others on the Forums here.
