What should I upgrade next?

Looking for some advice please.

Currently have:
i3 8100
GTX 1060 6gb
8GB DDR4

I like my sim racing games and VR use as well.

Simple question really, i am looking to upgrade the CPU or GPU (budget means I cannot upgrade both). What one should I go with first to improve my gaming experience?

I'm struggling to run some latest games at max Res. I like racing games and I have to reduce the number of cars on track as my PC cannot cope.
