Security of Windows 10 is fine for most sensible users, (Providing you don't turn off updates) however unlike 3rd party products which can conflict with each other, Windows Security easily integrates with them, so yes, it is worthwhile adding an additional program to further increase security.

For a basic pre-built pc I'd take a look at the Business section of the Dell Outlet UK.
These are refurbished enterprise pcs, usually with windows 10 installed. The site gives a description of what the refurbished element is, so you can make an informed choice.
Stock varies, but looks like you can currently get an 8th gen Intel i3 processor with 8gb ram for under £350. Only integratedgraphics, but if you're not gaming, then that's fine.
What about Mesh Computers guys ?
They have some low end ones for like £400

What's your rationale for that choice?
Good price range.
Quad Core processor, as I Currently have an old Athlon 64
4GB DDR4 of ram, as opposed to my current 3GB DDR2
SSD included, as opposed to my current slow HDD
And the fact I can customise the install and have it built custom for me.

Ok. Couple of things to consider:
- CPU: i3 is a good choice. F model lacks integrated GPU though (see next point)
- GPU: that's a roughly 2014 tech (Fermi architecture) GPU that is no longer supported by Nvidia (since 2018). It has worse performance than an i3s integrated GPU.
- RAM: although 4gb is more than your 3gb, it is currently recommended to have 8gb ram in a new build pc.
I'd rather go for an non-F i3 (although if willing to build yourself go Ryzen) with 8gb ram.
