Tobacco companies couldn't lobby if there wasn't a state available to be lobbied. You are agreeing with me completely up to the point where you ignore the connection between state and corporation. Its totally legal to lobby the state, its enshrined in law and part of the democratic process. The state can no more ban lobbyists and their influence as it can prevent voters voting.
The more powerful the state, the more the involvement in everyday life, then the more influence lobbyists will have.
