US reduces nicotine in all products

It makes me wonder why they don't just ban nicotine all together - presumably its impossible to get rid of it from a cigar/cigarette which causes problems with big lobby groups. I can't help but think that due to the nature of nicotine addiction it won't actually help much as addicts will just need to puff/smoke more often if concentration is reduced. For some smokers I suspect it might actually lead to more smoking/vaping. Nicotine is not addictive in small amounts...like cigarettes. What is addictive, are the 4000 other chemicals contained in cigarettes that prevents your lungs from closing when inhaling combusted smoke and tar. Smoking restricts oxygen to the brain, which gives smokers that giddy head-rush in the morning. Smoke and tar are carcinogenic, nicotine is not.
