No they are not, it's usually CAB or Mind that fill the forms out and deal with the DWP for people with mental health issues.
Mandatory reconsiderations are merely a delaying tactic, as the DWP loses more appeals than it wins. The only winners out of the benefit reforms have been the likes of ATOS and capita who get paid hundreds millions for carrying out assessments that are often poor quality and over turned on appeal (costs the tax payer a lot of money) in the vast majority of cases. I'm guessing you've never seen a PIP form or been through the assessment process.

No, I would call trolling someone who posts a picture of some random Downs Syndrome guys, as if they were somehow representative of all mental illness sufferers. If not trolling, then certainly profound ignorance. Mental illness takes many forms, and to infer that all sufferers are somehow incapable of filing an appeal without someone to hold their hand is insulting in the extreme.
