No, that sounds very plausible. Of course there are always many ideas and strategies banded around. But supporting the rebels is exactly what we did. And that would have happened way before we officially got involved, as it could then be said we had a duty to support the "good guys".
I remember Cameron even saying he knew which were the good rebels and we had to support them! Of course out of it came Islamic State and the videos of atrocities kind of gave us a clue that there was something wrong with the plan.
Unfortunately, many in the Western agencies and government's just don' t understand the middle east.
