Well the main reason for the shortage of unfilled posts is the shortage of training places so if the reason for the pay rise is to fill gaps is staff the money would be better spent on training.

They are leaving to work elsewhere. This includes the private sector, not to mention medical /pharmaindustry, law, research , you name it.
