A bit like Blair deciding to send tanks on manoeuvres around Heathrow which some sceptics said was all about boosting support for the Iraq war. I'd guess a mobile reserve of manpower which can be sent where needed.

Getting food and drink to the possible thousands of lorries parked up on the motorway to ports.
To be available as drivers to move stuff around if needed.
